Program Monitor and Evaluator

Under the supervision of the Director of Program Monitoring, the Program Monitor and Evaluator is responsible for guaranteeing compliance with a results-based accountability vision and framework in the planning and implementation of all CSC programmatic activities, ensuring timely and appropriate compliance with contract requirements on a day-to-day basis, and supporting external evaluators and program evaluations as they arise. From time to time, the coordinator also works to support the Executive Director on special research, fundraising, or capacity building projects as assigned.

Principle Accountabilities

  1. Provides all results/outcomes formulation, monitors necessary data collection, and maintains data collection systems appropriate and updated as to current programs and activities for all relevant grants and contracts.
  2. Provides technical support as necessary to enhance and strengthen the capacity of staff in their development of specific plans and outcomes, and in their required on-going monitoring and reporting.
  3. Ensures timely and appropriate monitoring and data compilation and reporting for all programs, guaranteeing consistent contract compliance across the range of CSC activity.
  4. Serves as Results Based Accountability liaison with partners, community, and stakeholders, providing technical assistance or capacity building training as may be required to implement contracts.
  5. As assigned, serves as staff liaison for appropriate Results Based Accountability work with the Board of Directors and its Committees.
  6. Conduct monthly case file auditing using case management data software “Efforts to Outcomes” and Microsoft Excel. Represent CSC at ETO Site Administrator meetings, CFSA contract/outcomes meetings and any other outcomes-related events
  7. Also responsible for ensuring the coordinated implementation of assigned project activities such as project planning, proposal generation, or special events.

Experience

  1. One to two years’ experience in community-based social service organizations, with minimum of on 2year proven data collection and data collection systems management experience; ideally, will have some experience conducting monitoring and evaluation within results-based frameworks.
  2. Track record in development and on-going implementation of effective monitoring and accountability systems, including maintaining up to date data collection systems and guaranteeing timely reporting compliance; demonstrated capacity to manage data and reporting systems for multiple programs.
  3. Excellent interpersonal skills; experience working with multicultural populations; capacity to work in harmony and productively with colleagues and partners at all levels, particularly with program managers in complementing and strengthening their work around data collection and reporting.
  4. Excellent demonstrated written and verbal communication skills, familiar with diverse data collection systems, and strong knowledge of Microsoft applications.
  5. Strong analytical and organizational skills; ability to research and synthesize information; some research, grant writing, and project coordination experience desired.
